There is a lot going on in that shape. If you open up the shapesheet on the shape you see that the width/height under the shape transform section is controlled by the formula "=GUARD(ThePage!PageWidth+EventDrop)" Basically whatever the page width/height is the shape will adjust to automatically.

If you want to change this setting just enter a number into the height and width section and use the control handles to size the shape manually.

I have enclosed a new stencil with the not so smart Lscape frame.

So is it safe to say that if all drawings are created as Arch D that the "Smart Frame" feature is not necessary?
Or are the drawing scale and page size interdependent in relation to the formulas in the Smart Frame??
BTW, it appears that the fileyou posted above is corrupted...

In addition, I did as you said and replaced the formulas for width/height with the values returned in the Frame on the page. Everything stayed the same size. Then I could sort of scale the geometry but had no real ability to individually change items.
For example, my title is similar but I have a thinner side bar and more drawing area.
I also have a bigger left margin to allow for a binding strip.
Some of my data driven text items are turned 90 degress form your titleblock.
It is by no means very user friendly or obvious how to adjust this; and I'm an AutoCAD geek from way back.

I worked through the madness and posted my comments about my trial and error over the last few days. See my new thread:
