Sometimes the projects we get are very small but we still want to use the Visio to design. We do not want to waste the ink, paper and wear/tear on the plotter, so we will use our cheap printer for those type of jobs.

But that still doesn't necessitate using a different template?
I use my 24x36 template and print to 11x17 all the time.
I built a custom template that rescales perfectly when the scale changes and it fits pretty nicely on an 11x17 sheet. The only reason I labor on this point is that it seems like a waste to have to deal with multiple templates.

Is the need related to the fact that Visio's printing interface is garbage and it makes you adjust every page separately when you want to change the print setup?
That is one major drag about Visio. In AutoCAD you can create print setups that can be recalled with the click of a button.

I am very impressed with the automation of the Visio legend as mentioned by the Visio Guy.

Questions about it, could it work across multiple sheets as the legend is on the cover page, and can it it work across multiple stencils as the shapes come from multiple (ie: eletrical/data/audio) stencil groups => Yes, must be a legend shape.

To see it in action, simply open the network stencil, drop the legend shape on the page and then drop any of the other network shapes on the page and see this legend populate - its great!

This is all about productivity. Using ink can slow you down.
