Default Paper Plans to DWG or VSD?

I have an old set of paper plans that need to be somehow converted to electronic CAD or Visio. What is the best way to accomplish this? I'm guessing I would need to scan to TIFF and then trace the relevant info in either Visio or AutoCAD? Anyone done this before or have any input?

The plans are old and it appears the original architect is no longer around.
