Default Scale issue with CAD properties in Visio

This is the weird situation that is happening. I am openin up the properties of the CAD drawing in Visio so I can change/remove some layers. Every time I open the properties page the CAD drawing (picture) scale will keep getting bigger. From 3/16" = 1' out to 1” = 768”, reopen again it will be at 1” = 9217”. It will keep getting smaller on the page every time it gets opened. Very strange. It seems to be some setting, i just can't find it

Once you get the file back to the correct scale go to View/Layer Properties/and then lock the CAD file from here. I know it seams a bit redundant since you locked it with the CAD import UI but try it.
Or punt.
I will send this issue to our Visio guru, but I have experienced the same issue before. It is a Visio bug but our Visio guy is pretty sharp and I bet he can tell us whats up.

All 3 gurus are scratching our heads, could you zip and email the CAD file and D-Tools project file for further analysis?
