I don't know if this is implemented or if there is a specific 3rd party solution.

What we would like to do is after the project is completed,(or real time as it is being built) to enter the as built T&M and see if project asbuilt was truly profitable like the gross profit reports show and to be able to see where and what parameter values need to be adjusted to maintain profitability

We use Standard Time for the Labor side. We set up new projects with our Sold time durations per phase from D-Tools Labor by Phase report. Installers, input time spent per phase via Palm Tungsten C handhelds and sync over the lan at the office, frequently. It's near real time, Time tracking. http://www.stdtime.com/features.htm
The Projects Page summerizes all "Tasks" = Phases, as users sync.
Other Time like Drive Time is included in full reports by Client + Project for the big picture.
Significant Product Cost discrepancies are reported from Accounting to PMs and Cost data is updated in the Project, so it is right the next time you quote it.

The Business Manager has the ability to track Time and Materials in the Work Order down to an item basis and have that report back to the Sales Order that then reports to PO and Invoices.
I love the PDA idea but I could also see a PM working with a Tablet able to make changes to a project file and then sync via a VPN (wireless Sprint/Nextel/Verizon cards) those changes back to the office before he gets back in his truck.
