Are you using Phases because you need the Labor Pricing granularity, or because you can easily sort and group SI data when it comes to producing Work Orders?
In other words if we had a Task (Work Flow Item) text variable associated with both Labor and non-labor items, would it change the way you use Phases? This would allow you to have a Task assigned to a Phase. The Phase would determine price, the Task would define the work element.
