how can i update new sales TAX rate to existing proposal.

You can go into the project within text and go to D-Tools, Options, then go to the Estimated Taxes tab and change the sales tax there. I've attached two images that show before and after modifying the tax rate. 'Before' shows the tax at 8.75%, and 'After' shows the tax at 9.75% (simply because CA taxes went up by 1%age as of April 1).
