Default Scaling a CAD drawing

I have been finding more and more CAD files that I have downloaded from various manufactures that they created their drawing in feet to represent inches! Now, I am the first to admit that I don't know cad that well and am probably doing something wrong but how do I make a scale elevation in Visio if my CAD drawings is 12X to big? Can someone give me a pointer on:

1.) Am I retarded and don't understand that when CAD says 7.91' it really means inches and there is some magical check box to click.

OR

2.) How do I scale the CAD file so that 7.91' becomes 7.91"

I tried to open your zip file and prompts an error.

If you have AutoCAD, you can scale your block there before bringing them to visio.

I need some pointers on HOW to accurately scale in ACAD. I have only used it to convert DXF and DWG for Visio.

To scale your blocks from AutoCAD follow these steps:

1) Open the downloaded block
2) Enter the command “Scale”
3) Select the whole block and enter to finish selection
4) Select a base point (for best results, this can be the left bottom corner of the block)
5) In “Specify scale factor” enter “R” as in Reference
6) Select the same base point
7) Select a second end point
(Note: the distance from step 6 to step 7 = 7.91’ feet)
8) Then Enter the new length (new value = 7.91” inches)

Note: If you enter the new value and do not accept it by saying: “Requires numeric distance, second point, or option keyword.” Then, cancel with the ESC key and enter the “Units” command. Then make sure it is set to inches and the “Length type” is set to “Architectural”
