Default Let Admins Sync Unapproved Data!

I wrote this in another post but it's important to me so I am creating a dedicated thread here about it.

As the admin I want the choice of deciding whether unapproved data should be synced, rather than D-Tools making the (no) choice for me. Right now if I enter an item so it can be used in a drawing and don't have time to enter pricing info, or don't have pricing info available, I have to make it approved so it syncs. Which actually pollutes my data, defeating the point of unapproved versus approved!

For us I want unapproved data to be available on all machines and to all users, the fact that it is unapproved tells the user "be careful".

I realize some users may look upon it much differently which is why I am saying to leave it up to the admin.

p.s. The other issue here is that (different) unapproved data ends up on all my different machines, which should not be the case with a program that uses a central database. If I was working on a PC with items that I did not finish fully entering/approving, now I need to go back to that specific machine to finish them.
