is there a way, similar to product importing, to add accessories in bulk. for instance, say i want to add an hour programming labor as an accessory to 100 control system products. can this be done without going through each product? through the mmpd or through direct access to the DB Accessory table?

Not at this time. However, it is a good idea for the future, so I have added it as a feature request. Ref #4594.
This sounds like something that I have wanted to do myself. My example would be to add rack kits, power supplies etc… to multiple wireless mic systems, without having to open each system, one at a time.
