Default Quicklinks Tax Prompt

My Office Manager has mentioned to me that when creating Estimates in Quicklinks that the Tax field does not always auto-prompt and needs to be adjusted manually to the proper State Tax Percentage. Is this a setup issue or a bug? Anyone else have this experience?
