Question Permissions help

I've got to sales people using text liscenses and I am trying to allow them to get permission to change the tax code as well as costs. I am doing this because when they sync they cannot sync project settings only product settings. Anyways, I have read everything I can on permissions and I know the permissions for them are in the right place. Restrict on the left everything else on the right(group permissions). Some matter what I do they can not enter info into the tax code in settings, and they cant change the cost of a product in MMPD. Any suggestions. BTW, they are on 32 bit vista systems and my system works fine on my computer( we are on the same group permissions) could it be that because I am on a perfessional license and they are on a text?

Thanks for the help in advanced!
Matthew
