Default CHanges to TAX / VAT setting

How can I change standard rate tax from 17.5% to the new rate of 15%

Under setup, go to tax.

tried that - doesn't work as the field doesn't allow changes despite selecting the edit option

Do you have sufficient permissions to change tax settings?
