What I am looking to do is create a complete project in DT's, but only contract a particular phase, IE: PREWIRE, then later on make the other Phases a change order. The best way I would imagine this is haveing everything in the project and simply makeing the other phases you don't want to show or be used "Inactive". Then save the revision and later "Enable" the other phases as part of a Change Order. The only way I can currently do this is to delete the phases I don't want, and add them manually later and change order it that way. I simply think it would be easier to click a button to make a phase active. Much like the way that I can print a "Prewire Only" report by phase. I hope this makes sense on what I am asking. Please, any suggestions would be greatful.

The only thing I can think of is to create multiple "systems" and use Insert System for each phase. Why not just use the Sales Orders? Is there a particular reason you want to use the Change Order?
