Default Master Table Locking

We are on version 3.6 and haven't used the product long, but when I went to a training class on D-Tools my understanding was that the D-Tools master table could be locked so that only one user could modify the master table items and therefore the integrity of the data could be maintained. I cannot figure out how to do this. Let me explain what I know so far...

Under the SETUP tab of D-tools, I went to "Set up the Application" and then to "password" to control access to portions of the application. Under password, I selected "Restrict Data" which is where I thought you could lock out users from editing the MASTER TABLE...so far, so good. Now, after I select this, when the user adds an item to a quote, there is NO ABILITY to change anything about the item added to the quote! If you want to change the retail price for THIS QUOTE ONLY, you cannot do so, any attemt to modify pops up a message "No permission to view data in the project."

It appears the setting to lock out users from the master table is all-inclusive. I thought you could add a master table item to a quote, and modify the item FOR THE QUOTE ONLY (i.e. the update of the item is saved in the project's item table only). As it is, my users either will have COMPLETE ACCESS to the master table or NO ACCESS to the master table. Am I correct in this, or am I missing a setting somewhere?

I do not want salesmen adding products to the master table, or updating the master table items for accessories or changing the retail price. But they do need to be able to do this in the INDIVIDUAL QUOTE. If modifications of the master table can be made by anyone, the database degrades and becomes inaccurate over time.

Can someone tell me how I can restrict modifications of the master table to just one person, but also give the salesmen permissions they need when building a quote to modify items FROM the master table (but save them for the quote only - but not access to updating the master table)?
