Default Can't Attach a File that is already in the Project Folder!

Scenario:
The sales person checks out a project and writes a cover letter to be attached to the project. He CANNOT drop the file in the local project folder and "Attach" it to the project.

The Interface says the file is already part of the project, BUT the cover letter will not copy to the server on Check-Out.

So Si5 believes it is part of the project, but it isn't.

You MUST save the file outside the project folder and then "Attach It" to the project, which will copy the file to the local projects folder. This creates a file mess and extra unnecessary steps.

I hope this can be fixed, or tell me how I got this one wrong.

Under some circumstances this seems to work properly. I haven't identified a consistent use case.
