I assume you mean publish to pdf using the component that is provided by Microsoft. if so, I have encountered the same thing. It only occurs with the Microsoft component, it does not occur when printing to pdf using Adobe Professional or cute pdf for example. Not sure if that makes it a Microsoft bug or not. Anyhow, the easy fix is you have to drag the title frame onto the actual page as opposed to the background page to get it to print to pdf using the built in Microsoft publish to pdf feature. Or use another print to pdf solution such as cute pdf. Maybe someone has another fix, I never bothered to look for one.
BTW, for those reading wondering why they do not have the built in Visop pdf support, it actually has to be downloaded as an extra from MS last I did it, so if you don't have it, that is probably why.
