Yes, Rev 0 is technically a read-only copy of the base project in the scenario where you are at the point where the client signed the estimate and you want to have an "as sold" version of the project file. The "working" project (the only one that is not read-only) always has the hightest rev # (the # displays in the Revision column of the Project lookup). So as an example, you have two versions of a project, Rev 0 and Rev 1. You decide that you want to restore Rev 0 to the "working" project. When you use the "Promote this revision" function on Rev 0, it doesn't go away. What happens is that Rev 1 will move down to the "read-only" section and Rev 2 will be created which will be an exact copy of Rev 0. You never lose revisions by promoting them. I hope this helps.
