Default DataExplorer pane on Report Designer
a minor bug:
  1. open a report in Designer
  2. Drag an item onto the report from the Data Explorer pane
  3. Undock the Data Explorer Pane
  4. Drag another item onto the report from the Data Explorer pane

What i would expect:
Item drops onto the report

what happens:
can't drop items onto the report when the data explorer pane is un-docked
