Default Modify Sales Tax Bug

Summary:
Changing the sales tax rate on a revision causes errors in calculating the value of a change order between revision n & n+1 where n has original tax rate and n+1 has new tax rate.

Steps:
1. Create a project revision.
2. Open project in Text and make changes.
3. Adjust sales tax rate from 7.75% to 9.00%.
4. Save/Close/Check-in.
5. Run a change order.
A. Original Proposal Value = $122,207.06
B. Revised Proposal Value = $141,127.74
C. Differene in Values = $18,920.68
D. Change Order Report Value = $18,170.00
E. Calculation Error = $750.68

The revision code creates a "Delta" project which comprises Additions, Changes and Deletes between the current project and the revision. The reports are run on this Delta project.

In determining which products have changed we only look at the Instalaton Price excluding taxesi.e. Installation Price (excluding taxes) must be different for same product between current project and revision.

So in this case changes in Sales Tax and no change to other components of price for the product do not enter the Delta project and will not appear in the report. This is by design now. Any change in this logic will have to be considered and a bug has been logged for this.
