It may have nothing to do with .net 2 or 3. You may have a simple problem that can be fixed in 30 seconds.
When you get the error and it prompts you to send it to D-Tools, there normally is another option to view the actual contents of the error.
Next time, click this and see if talks about a buffer under (or maybe over) run. I got the same error ("D-Tools System Integrator has encountered a problem and needs to close. We are sorry for the inconvenience") on startup and when I checked the physical error, it mented a buffer size of 69 thousand something... (can't remember off the top of my head, but it was too small).
If this is so, call D-Tools tech support with this EXACT information (what you read in the error)... they will help guide you through the process to increase this number to 1,000,000 and this problem (if it's caused by the buffer) will go away.
